Do guys all look at girls?

My boyfriend always gets mad if i say he was looking at someone (i tell him i dont care) but do you think hes lying? He went to the beach today and hasnt called or texted me and he said he would... my question is do you think hes looking and my other question do you think he doesnt text me because maybe he feels bad about seeing someone else?
