Is Brett Favre finished as a top cl quarterback?

Brett Favre was a top cl QB for the majority of his career. Heck, I'd still take him over half the QB's in the league today. With that being said though, he is no longer on the same tier that he once was. Injuries and Father Time have finally caught up with him. I think he will finally gracefully bow out at the end of this season.
