Whats with all the pimps in kuala Lumpur?

The pimps offer their services to the officers from all the enforcement agencies right from the top guys to the junior guys. Do you think with these kind of "rewards" that they are receiving, the enforcement officers are going to take any action against the pimps. For publicity, occionally raids will be conducted where customers and the prostitutes will be detained but not the owner of the prostitution rings.
